Ancillary revenue now carries a collar: 0.9 when availability <92%, 1.0 between 92–97%, and 1.1 above 97%. Invoices include a FlexRevenue line multiplied by that factor.
Submitting data late or in quarterly batches automatically sets the factor to zero until compliant telemetry is received.
