Decision 01/2025 created a mandatory Mid-Connection Report that lists the readiness of four subsystems: protection relays, metering, HV interface, and scheduled outage windows.

The document must be co-signed by the developer, EPC contractor, and IEC regional manager; missing one signature freezes the licensing process.

Because outage windows are now tied to the declared completion dates, any slip automatically bumps the project to the next cycle, which can mean months of delay.

Best practice is to embed the grid EPC lead in the steering committee and maintain a shared evidence repository so the report can be produced within days.
