Helka A / Farmers & Nachala Holders

TheLandNextToYourHomeA25-YearRevenueAsset

Following the ILA's March 2024 decision and Electricity Authority decision 68103, you can install a tariff-regulated solar system of up to one dunam on Helka A — at rooftop-grade tariffs, for 25 years. Every system at this scale includes storage, and we handle every step end to end.

~1Dunam system
125–200kWp installed
25Years guaranteed tariff

* Tariffs and outputs are estimates only, depending on system size, location, connection and the tariff in force at commissioning; not a guaranteed return.

You don't have to deal with a thing

You approve. We run everything with everyone.

ILA, local planning committee, Electricity Authority, IEC, the contractors, the infrastructure, the testing and commissioning — handled by one team. As a landowner you don't file paperwork and don't chase subcontractors. You just collect the monthly credit on the bill.

25-year manufacturer warranty
Typical annual income
~₪180K–₪200K
(~1 dunam system with integrated storage, estimate only)

Solar produces the energy, storage sells it in the evening hours when the tariff is 3–5× higher. A measurable, stable cash flow from day one.

* Estimates depend on actual system size, plot location and the tariff at commissioning.

Feasibility check + full permitting

We check the plot, the consumption profile and where the existing connection poles sit. We file every application — ILA, local planning committee, Electricity Authority and IEC — from start to operating permit.

Connection infrastructure

Connection upgrades, new metering pole, panel replacement, trenching, IEC connection orders — anything required for the system to export power, we handle directly with the utility.

Full engineering build

Foundations, mounting structures (fixed or trackers), panels, inverters, protections, anti-islanding, commissioning tests and grid hookup — one crew, with manufacturer-warrantied components.

Manufacturer Warranty & Optional Maintenance

Tier 1 panel manufacturer warranty up to 25 years; inverters up to 12 years. Every inverter ships with its manufacturer's monitoring platform — production data and alerts in real time. For dunam-scale Helka A installations, most owners hire a partner maintenance company for ongoing on-site service — we are happy to make the introduction.

What changed

After Years of Waiting — Helka A Is Open for Tariff Solar

Two regulators opened the door in 2024: the ILA permitted the use, the Electricity Authority brought this installation type into the rooftop tariff arrangement.

ILA decision, March 2024

The Israel Land Authority officially added ground-mounted solar installations as a permitted use on Helka A — without conversion levies and without the long zoning process.

Electricity Authority decision 68103

The tariff for a Helka A system was set at the same level as rooftop tariffs — substantially higher than standard ground-mounted installations, locked for 25 years.

Up to one dunam, on top of any rooftop

Up to one dunam (1,000 m²) ground-mounted is allowed — and it does not count toward the non-agricultural-use cap. A rooftop system you already have stays on top.

Who is eligible

Moshav nachala holders, farmers and agricultural plot owners with a registered residential plot (Helka A). Even if the farm structure has been there for years — the open ground next to it can become a revenue asset.

Storage track (the "800-hour" framework)

In the same decision 68103, the Electricity Authority opened a dedicated track for systems that combine batteries and discharge to the grid in evening peak hours. A dunam-scale Helka A system is always built with storage — it is an integral part of the project's economic model.

Part of the system

The storage that comes with the system

Every Helka A system we build includes storage — there's no regulatory or economic reason to install at this scale without it. The reason is simple: the sun shines mid-day, electricity demand peaks in the evening. Instead of selling power when it's cheap, we store it and sell it when it's worth several times more.

Day · 10:00–16:00

Panels produce peak output

The sun is at optimal angle, output is maximal. But this is exactly when grid tariffs are lowest — everyone is producing and demand is muted.

Storage · all day

We store, instead of selling cheap

Instead of dumping power to the grid at midday (low tariff), the system fills the batteries. The electricity "waits" until it is worth the most.

Evening · 17:00–22:00 (until 23:00 in summer)

Discharge to grid at peak tariff

After sunset demand spikes — everyone is home and ACs come on. That is exactly when the system sells the stored power, at a tariff 3–5× higher than during production.

What a Dunam-Scale System Looks Like

A typical Helka A system is in the hundreds-of-kilowatts range. The range depends mostly on the distance to the existing connection and the mounting type.

~1 dunam
Ground area used
125–200 kWp
Typical installed capacity
~300–600 kWh
Installed storage capacity
25 / 21 years
PV / storage contract

* Figures express a typical range. Exact capacity is set by plot area, mounting positions, existing connection size and the tariff at filing time.
